Building Committee Report – Jim Richardson presented the plan for vacating the
\nbuilding. The Foundation has provided funds around $15,000 for moving and storing<\/p>\n
school contents until the new facility can be occupied. The PTA provided around $2,500
\nfor moving supplies; boxes, tape, makers, etc. Contents will be removed by June 23 rd and
\nthen cleaning and repairs will be made to the main building. Mr. Richardson is also
\nworking with APS to remove the 2 portables on loan. He is also planning for removal of
\nthe remaining buildings. He will work with the owner to secure the deposit.
\nPrincipal\u2019s Report \u2013 Principal Tarango presented pre-registration numbers at 294 for SY
\n17\/18. She also shared MAP\u2019s short cycle assessment data that show growth indicators
\nwere higher than expected (see attached) Principal Tarango also provided a report
\n(attached) with a review of her performance based on recommended principal indicators
\nfrom the NBCT program.

Governance Council Resolution No. 6-6-17<\/p>\n
WHEREAS, the 21st Century Public Academy Governance Council met in regular session at 21<\/p>\n
st Century Public Academy<\/p>\n
on June 6, 2017, at 5:30pm as per law; and<\/p>\n
WHEREAS, Section 10-15-l{B) of the Open Meetings Act (NMSA 1978, sections 10-15-1 to -4) states that except as may
\nbe otherwise provided in the Constitution or the provisions of the Open Meetings Act, all meetings of a quorum of
\nmembers of any board, council, commission, administrative adjudicatory body or other policymaking body of any state
\nor local public agency held for the purpose of formulating public policy, discussing public business or for the purpose of
\ntaking any action within the authority of or the delegated authority of such body, are declared to be public meetings
\nopen to the public at all times; and
\nWHEREAS, any meetings subject to the Open Meetings Act at which the discussion or adoption of any proposed
\nresolution, rule, regulation or formal action occurs shall be held only after reasonable notice to the public; and<\/p>\n
WHEREAS, Section 10-15-l{D) of the Open Meetings Act requires the 21st Century Public Academy Governance Council
\nto determine annually what constitutes reasonable notice of its public meetings;<\/p>\n
NOW, THEREFORE, BE IT RESOLVED by the 21st Century Public Academy Governance Council that:<\/p>\n
1. All meetings shall be held at 21st Century Public Academy School at 5:30pm or as indicated in the meeting<\/p>\n
notice.<\/p>\n
2. Unless otherwise specified, regular meetings shall be held each month on the first Tuesday of the month. The<\/p>\n
agenda will be available at least seventy- two hours prior to the meetings from the 21<\/p>\n
st Century Public Academy
\nAdministrative Office whose office is in Albuquerque, New Mexico. Notice of any other regular meetings will
\nbe given ten days in advance of the meeting date. The notice shall indicate how a copy of the agenda may be
\nobtained.<\/p>\n
3. Special Meetings may be called by the President or majority of the members upon three days notice. The<\/p>\n
notice shall include an agenda for the meeting or information on how member of the public may obtain a copy
\nof the agenda. The agenda shall be available to the public at least seventy- two hours before any special
\nmeeting.<\/p>\n
4. Emergency meetings will be called only under unforeseen circumstances that demand immediate action to
\nprotect the health, safety and property of citizens or to protect the public body from substantial financial loss.
\nThe 21st Century Public Academy Governance Council will avoid emergency meetings wherever possible.
\nEmergency meetings may be called by the chairman or a majority of the members upon seventy- two hours
\nnotice, unless threat of personal injury or property damage requires less notice. The notice for all emergency
\nmeetings shall include an agenda for the meeting or information on how the public may obtain a copy of the
\nagenda.<\/p>\n
5. Members of the 21s<\/p>\n
t Century Public Academy governance Council may participate in a meeting of the council
\nby means of a conference telephone or similar communications equipment when it is otherwise difficult or
\nimpossible for the member to attend in person, provided that each member participating by conference
\ntelephone can be identified when speaking, all participants are able to hear each other at the same time, and<\/p>\n
member of the public attending the meeting are able to hear any member of the Council who speaks during
\nthe meeting.,<\/p>\n
6. For the purpose of regular meetings described in paragraph 2 of this resolution, notice requirements are met if<\/p>\n
notice of the date, time, place and agenda is posted in the following locations, 21<\/p>\n

front door, and 21s<\/p>\n
t Century Public Academy’s website. 21<\/p>\n
st Century Public Academy Governance Council shall<\/p>\n
also send via surface or electronic mail copies of written notice to those broadcast licensed by the Federal
\nCommunication Commission and newspapers of general circulation which have made a written request for
\nnotice of public meetings.<\/p>\n
7. For the purpose of special meetings and emergency meetings described in paragraphs 3 and 4 of the<\/p>\n
resolution, notice requirements are net if notice of the date, time, place and agenda is provided by posting
\nnotice on the front door of the 21st Century Public Academy School, on the 21st Century Public Academy School
\nwebsite and by telephone to newspapers of general circulation in the State that have made a written request
\nfor notice of public meetings.<\/p>\n
8. In addition to the information specified above, all notices all include the following language:<\/p>\n
If you are an individual with a disability who is in need of a reader; amplifier; qualified sign language
\ninterpreter; or any other form of auxiliary aid or service to attend or participate in the nearing or
\nmeeting, please contact 21st Century Public academy at 505.254.280 at least one (1) week prior to the
\nmeeting or as soon as possible. Public documents, including the agenda and minutes, can be provided in
\nvarious accessible formats. Please contact 21st Century Public Academy at 505.254.0280 if a summary or
\nother type of accessible format is needed.<\/p>\n
9. The 21st Century Public Academy Governance Council may close a meeting to the public only if the subject
\nmatter of such discussion or action is excepted from the open meeting requirement under Section 10-15-l(H)
\nof the Open meetings Act.<\/p>\n
(a) If any meeting is closed during an open meeting, such closure shall be approved by a majority vote of a
\nquorum of the 21st Century Public Academy Governance Council taken during the open meeting. The
\nauthority for the closed meeting and the subjects to be discussed shall be stated with reasonable specificity
\nin the notion to close and the vote of each individual member on the motion to close shall be recorded in
\nthe minuets. Only those subjects specified in the notion may be discussed in the closed meeting.<\/p>\n
(b) If a close meeting is conducted when the 21st Century Public Academy Governance Council is in an open
\nmeeting, the closed meeting shall not be held until public notice, appropriate under the circumstances,
\nstating the specific provision of law authorizing the closed meeting and the subjects to be discussed with
\nreasonable specificity, is given to the members and to the general public.<\/p>\n
(c) Following completion of any closed meeting. The minutes of the open meeting that was closed, or the
\nminutes of the next open meeting if the closed meeting was separately scheduled, shall state whether the
\nmatters discussed in the closed meeting were limited only to those specified in the motion or notice for
\nclosure.<\/p>\n
(d) Except as provided in Section 10-15-l(H) of the Open Meetings Act, any action taken as a result of<\/p>\n
discussions in a closed meetings shall be made by vote of the 21st Century Public Academy Governance
\nCouncil in an open public meeting.<\/p>\n
10. Duly approved and voted upon by 21st Century Public Academy Governance Council on this day of June 6,<\/p>\n
